  3. DOPMA - Defense Officer Personnel Management Act is a law that manages Officer promotions. It mandates that joint experience be given promotion preference, the up or out system, career milestones, and several other areas that affect our day to day life. The cynic in me knows that all the talk about pilot shortage, dual tracks, less staff positions, etc etc will not change until Congress modifies/repeals/adjusts DOPMA. Sec Gates through Sec Carter have tried making adjustments, but get constant kick back from the Pentagon. Personal opinion, it is one of the few ways to "fire" officers and is the system that promoted the General Officers we have today. DOPMA does mandate that if continuation is declined, an officer will be separated NLT 6 months from notice of non selection. Our AFIs match this and say a DOS can be moved up earlier as well. It's kind of a back door way out of an ADSC early, at the cost of closing some doors. To go to the USAFR or ANG, it takes a bit more leg work (waiver) but is doable (pendulum swings.) Someone who has gone through the process can probably speak more intelligently to it. https://en.wikipedia.org/wiki/Defense_Officer_Personnel_Management_Act https://dopma-ropma.rand.org/index.html Hope this helps!

  4. Are these the same personnelists who were (1) key enablers in creating the pilot shortage mess in the first place, and (2) still can't even be bothered to post the End FY2016 Rated Retention Report--a doc that should take about 69 minutes to write, but we're almost 3 months into the new FY? I know a number of personnelists who do great work, and I love 'em for it, but the current and near-term future pilot manning shortages within the AF represent a failure by personnelists (specifically rated managers) and the senior AF leaders who listened to them. 5. Why do you not want to get promoted to Major when you're just going to be offered continuation to 20 next year? Honest question...

  6. Star Wars Rogue One was very good. I give it a 9.5/10, better than The Force Awakens. It wasn't a recycled plot like TFA, and it didn't lean too hard on nostalgic cameos (most were mere seconds long and well placed). The conclusion of the movie segways amazingly well into A New Hope, and actually enhances the story significantly. Has some of the best battle scenes in the franchise. Minor points deducted for some tropey moments, and a somewhat slow, fractured start, but the second half of the movie more than makes up for it. Has the old rustic star wars feel throughout, yet includes some of the best CGI to date. It's a true prequel to episode IV, and how a prequel should be done. I don't have any above average fandom but anyone who likes Star Wars will receive this one well.

  8. The DNI absolutely said that the Russians conducted offensive cyber operations to interfere with the US election process. That much is not in disputed whatsoever. https://www.dni.gov/index.php/newsroom/press-releases/215-press-releases-2016/1423-joint-dhs-odni-election-security-statement What is currently up for debate is what the Russians' intent was. Was it to sow general confusion and disruption or were their efforts specifically intended to hurt Clinton and help Trump? The CIA apparently concluded in a classified assessment briefed to Congress that the intent was specific. https://mobile.nytimes.com/2016/12/11/us/politics/cia-judgment-intelligence-russia-hacking-evidence.html The DNI apparently isn't 100% sold on those conclusions, and communicated while they don't disputed the CIA's conclusions, they can't prove them either. https://thehill.com/homenews/campaign/310112-dni-not-sold-on-cia-assessment-of-russian-hacking-report Look, I'm not in the camp saying Russians hacked the election and that's the reason Hillary lost. There were a lot of factors at play, including her own weaknesses as a candidate and Trump's particular strengths in the states that ended up mattering. Trump won the electoral college and will be the next President - that's a fact. But the reason a bipartisan group of senators is investigating Russian involvement is because it 100% happened and no matter the intent, it's bad. https://www.nbcnews.com/politics/congress/amp/sen-mcconnell-backs-senate-investigations-russian-breach-n694876 I don't want foreign powers interfering in our elections to help either my allies or my political opponents and neither should anyone else. The Russians do not have our interests at heart and I don't want them hacking the RNC or the Trump administration any more than I want them hacking the DNC or the Obama administration.

  9. Very interesting post. A few replies: 1. What Russian hacks are you talking about? I have seen no proof the Russians hacked anything, just accusations. Wikileaks and project veritas have rejected any claims the Russians helped them. Secondly, even if the Russians did steal democrat emails..... there is no evidence the information contained therein was altered. The democrats are ashamed their private words and behavior was publicized. I see no evidence Russia had any part in this, but even if they did.... I'm glad we got to see the truth. Would you really be mad if Russia hacked RNC emails and provided proof of a white nationalist conspiracy? Or would you be talking about how so many suspicions were now validated by evidence? Please genuinely think about your reaction if the tables were turned. 2. Some members of the "intelligence community" anynomously claiming proof of Russian hacks is not proof. "I have proof but it's too classified for me to show you" will NEVER work on the American public again, after the WMD fiasco in Iraq. Even if it's true, the legitimacy and trust is gone. You got proof? Show it. "Trust us, its there, but we can't tell you how we know." Nope. Snowden proved that these people routinely lie to us. 3. NATO is a joke, Russia hasnt undermined them, they have made themselves irrelevant. 4. I'm glad you admit you were wrong about Romney and his claim. Hillary and Obama were also wrong; remember the ridiculous Russian reset? So, if you were wrong then, why should anyone believe you now?

  10. So what you're really saying is, let's ignore the criminality Hillary Rodham Clinton, John Podesta, and the DNC because their crimes were revealed by a third party. That is what you are saying.

  11. We have a plan to backfill the bomber community with additional UPT grads to make up for any shortfall you may see over the next few years due to staff demands. It will be better for your communities as well, since new pilots have more longevity. All-around win-win. Hopefully the fighter and RPA guys get excited about the first bonus raise in a generation. Definitely a sweet pot of money on that rainbow: $35K/yr for 9 years! I am pleased that the issue of "raising the bonus" finally worked out. We had a lot of personnelists spend many hours to make sure our pilots are paid the correct amount via the bonus. Very exciting that it finally happened. Pilots, wherever you are at, please thank a personnelist. That small gesture will make a world of difference. Merry Christmas, all.
