  2. Another interesting note, the Wg/CC from my understanding was going to be allowed to stay. He was not forced to resign...he did so on his own to take responsibility for the actions of those under him. If true that puts his actions and the letter he wrote in a slightly different light, IMO. The Wg/CV, like her boss, wasn't fired and she chose not to resign. Edit to add: The Wg/CC was also on the promotion list to O-7, BTW. Posted from the NEW Baseops.net App!

  4. I would argue that Champ laid out a solid way to look at "Tiers" of stratification. Yes, it depends and each case is different, but if you look at what he said, you are not that far off from his base argument. You add a few caveats and say that there can and should be exceptions to the "rules" that he laid out, but your overall premise is not much different from what he originally wrote. I follow the general "rules" that Champ put out and apply to each and every OPR/EPR I write on a case by case basis. It is a pretty good rule of thumb. In most flying squadrons, we don't have the problem of #2/4 Capts versus the #2/10 CGOs since we typically have many more than that. I would agree that small groups of Capts or CGOs (lie your examples) may force you to take a look at this from a different perspective. However, too much "freedom and flexibility" may cause a board member to miss what you are trying to say.

  6. First, I will state that I am not a lawyer, so I would suggest consulting with a JAG and/or an ADC. Unit sweeps are justified as an "inspection" that is ordered and collected under Military Rule of Evidence 313(b). --- The primary purpose of an inspection is to determine and ensure the security, military fitness, or good order and discipline of the unit. This may include an inspection to determine whether the command is functioning properly, if proper standards of readiness are maintained, and if personnel are present, fit and ready for duty. An entire unit or a part of the unit may be inspected, or you may participate in a base-wide random selection process. This is also known as a unit sweep. (quoted from Military Commander and the Law) In practice a unit sweep may last for several weeks as a commander attempts to get "max participation" since some unit members may be on leave or TDY, etc. Additionally, a "gag order" may be issued to prevent (or at least make it illegal) you from talking to others about it. This helps to keep those that are/may be using drugs from finding out about the testing and take steps to avoid providing a urine sample. The temporary collection of cell phones is a measure to prevent individuals from circumventing the chain of command. IIRC, it is justified as a measure to prevent undermining good order and discipline. Again, I would recommend talking to a JAG and they can give you the legal basis.

Edit to add: In unit sweeps, it is possible that you will also be given a gag order since testing can remain open for several weeks so those that are TDY or on leave will be tested upon return.   13. All of these requirements are state specific. Bases don't make local agreements to enforce these, rather they are required to comply. Some states have exemptions for out of state cars and others do not. Posted from the NEW Baseops.net App!

  17. Did AFPC say that they wanted to zero out each year group in each AFSC? It really looks to me like they may look for a few more people in year groups that don't have ADSCs to get to the overall numbers. This would allow them to take an overage in some year groups that do have an ADSC. I could be wrong but it looks they are setting up for that scenario. I certainly hope I am wrong.   21. This is purely a numbers game. The point is to cut ties with a certain number of people...ADSC or no ADSC. However, it makes no sense from a planning perspective to only let out those with an ADSC. That leaves you with a bunch of free agents and no idea of their future plans.
  22. You probably want to talk with someone at assignments and let them know your situation. You don't have to sign anything, but if you receive an assignment notification and do nothing...in 7 days you own the assignment. Just saying that you probably want to address this with the powers that be at TFSC and get it on record that you have an app in the system and if approved, you intend to get out.
  23. I don't think anyone is saying take everything to the IG as a first option. However, sometimes it may be necessary to go to the IG as a first resort. The IG is there to investigate Fraud, Waste and Abuse. Also, as Liquid said, your right to talk to the IG is protected by law. No one can tell you that you cannot talk to the IG and no one can take action against you for going to the IG. The IG serves a purpose and as pointed out, many things can and do change without formal investigations. Use the IG when required and especially when people are abusing their authority. My only "caution" is to make sure that your CC is actually abusing his/her authority and that you are not just butt hurt over getting an answer you didn't want to hear. I had several people threaten to take me to the IG. I offered them the IG's number. IMHO, there is nothing to fear from the IG system if you are doing what is in the best interest of the AF and you have the data to back up your decisions. Arbitrary decisions lead to the perception that you are abusing your authority. Sometimes the right decision for the Air Force or the unit just does not sit well with people. That said, I still do not understand why everyone keeps talking about needing written policy. We operate everyday on verbal orders and guidance. Everything does not need to be written to make it legal. Regardless, here's hoping that the CSAF guidance and policy comes out soon and everyone can breath a sigh of relief and dis-enroll from correspondence SOS.
  24. That guy needs to keep all documentation showing that his retirement was approved and talk with his Commander. If none of that works, he should be ready with his IG and Congressional complaint.
