Easy fix. Make OPRs 3 lines instead of 10. 1 bullet apiece for AFSC specific stuff, 1 for position stuff, 1 push line. Make an AFSC specific test like the E's have, and put the score in all the newly available white space. Problem solved.
I graduated OTS in 2006. A guy in my flight was in your situation. Even though his wife was scheduled to induce the birth on a weekend; they would not let him leave, even though he would have left after class on Friday and returned in time for class on Monday. YMMV.
A little off topic, but here goes:
Does anyone know if Big Blue can hold me until the end of my ADSC if they pass me over twice for major? I think I've got about a 0.69% chance of getting promoted and want/need to start planning now. My ADSC runs until late 2018 and my 2nd look at Major would be in 2015 (unless they shift that board to the right 9 months too). I called AFPC and they could not give me a 100% answer.
There's more than one to pick from, of course there is a drop. And make sure to do well so those of us nonvolled into this business can go back to doing what we actually signed up to do.
Easy fix. Make squadrons reimburse servicemembers for excess leave whenever they PCS with more than 60 days accrued. Don't fund squadrons for said leave reimbursement. Bosses will start liking alot more leave plans.
Don't forget to hold the TALON 0.69 inches from your nose. The trick of course was that you were always allowed to hydrate. I did alot of pretending to drink from an empty canteen whenever I needed to stretch/scratch an itch.
I'd guess lack of turnover. No matter how bad you piss off your boss on active duty, one or both of you will be gone in a year or two. In a different situation, the incentives to keep quiet about buffoonery are stronger because you have nowhere to go.

That would require a measuring instrument which accurately reflects reality, which the OPR does not. You would also have to control for graduates of the various commissioning sources showing favoritism to their own, whether consciously or not.
