They were far from new, both belonged to NASA who was happy to divest them. I "stole" them and got funding for the test from OSD that would turn into Combat Dragon. We used a group of Navy pilots that had been working the A-29 at Pax River. They were without a home so we rolled them in. One was outfitted with an extended boom and a development version of a GPS based stationkeeper system for cropdusters strapped on the front nose. Basically a series of lights that visually depicts spraying lanes for pilots. I understand it is very common now. The second was outfitted with a tank and a spray coil system that was used to test anti-ice systems. Airplanes would fly behind the bird as it sprayed water to see how thier systems dealt with ice build up. Here is bird one in the hangar at Pax, its been painted and we are about to remove a bunch of the NASA gear.

I don't believe the postulated theory is threat is a actor trying to trying to fly a gamma source in. More likely the fear is DNI/FBI/HS beleive an unaccounted for weapon (or material), has been smuggled into the US there is an ongoing search for said item. It is widely known that NYC, Washington DC, borders and some other major cities are protected by ground based gamma detectors. The fear for NYC has always been that an actor could exploit the waterways and bring one in on a ship. The activity in NJ makes some sense as it is across the Hudson from NYC. If there is a weapon on the ground it is likely heavily shielded and traditional wide search sensors on aircraft might not be as effective. Searching with UAVs at night at much lower altitudes could be an effective/efficient way to methodically search. DOE has been using UAVs to monitor disposal/storage sites for years. Something is going on...I hope this is all tin foil hat stuff although I would not be anywhere near Times Square on New Years eye.
