Gen Welsh's "initial feedback" to the commanders... https://www.af.mil/News/ArticleDisplay/tabid/223/Article/484930/csaf-provides New AFI here: https://www.af.mil/Portals/1/documents/csaf/afi1_2.pdf Good on Gen Welsh for trying to hold commanders accountable, but it's kind of sad after spending tons of $$ on PME we still need a new AFI to tell people how to lead the right way.

Mexican Military incursion(s) into the United States

On the topic of illegal immigration... Pentagon eyes specialized program to enlist undocumented immigrants https://www.stripes.com/pentagon-eyes-specialized-program-to-enlist-undocumented-immigrants-1.284100 One of many hi-vis/controversial social issues that the Pentagon has been "reviewing" lately. The Army has been accepting green card holders for a while in order to support the two major combat operations. Now that we are in the middle of a major DoD-wide drawdown this program makes no sense what's so ever. I'm willing to bet someone's VSP that we can find enough "qualified applicants" and "diversity" within the pool of legal & documented immigrants that we have in this country today. I can see how the implementation of this program can benefit someone politically, I just don't see how it benefits the military or the U.S.. -

FY 14 Force Management Program (RIF, VSP, TERA)
panchbarnes replied to AOF_ATC's topic in General Discussion
FWIW... CAO: Today Message from AFPC regarding VSP: "AFPC completed adjudication of all remaining Voluntary Separation Program applications, conducted one final review against AF requirements, and will start notifying approved members as early as today, Monday, 19 May. The members’ records in MilPDS are being updated and updates to the case management system will be completed no later than the end of next week. NOTE: AFPC is working with AF/A1P and AF/SG on final AF Medical Service officer approvals which will cause notices to flow separately and a day or two later. Approvals are based on Airmen most eligible to meet AF quotas in their respective AFSC, rank, or year group. The approvals will flow through a direct email to each member today, followed by notifications to respective commanders and a secondary confirmation to the member; occurring through the end of this week. Airmen disapproved for VSP will be notified next Tuesday, 27 May. Disapprovals are based on the fact the Air Force ran out of quotas for a specific AFSC, grade and/or year group. The good news is that if an Airman is disapproved based on the Air Force running out of quotas, their respective AFSC, grade or year group will not meet an involuntary board in FY14. The Air Force was committed to providing approval notifications by mid-May; we made every effort to honor that commitment with due diligence and accuracy. The final 1,000 plus applications necessitated additional review time to properly assess and account for the impact to the Air Force mission." -

FY 15 Force Management Program (RIF, VSP, TERA)
panchbarnes replied to C-21.Pilot's topic in General Discussion
Never thought I'd see the day where I'd be disappointed for not being RIF-eligible... -
I've heard that a couple of times recently at the squadron level. I think it's strange as well, but that's the guidance that's been given.
-
That's what I thought so too. But apparently certain people are asked to write their PRFs now for the O-4 board next March. Has AFPC ever compressed the timeline between O-4 boards for any reason?
-
Can someone confirm if the 2006 YG O-4 board is going to be March of 2015? That's the word on the street... Thanks.

This gets better... The AF leadership spends time modifying their ops tempo and airmen getting hurt from performing. Over the 'Tops': A morale boost for some, a waste to others https://www.airforcetimes.com/article/20140430/NEWS/304300045/Over-Tops-morale-boost-some-waste-others NAF money can be better spent elsewhere and the TIB "bodies" can go help* fill undermanned units in their respective AFSCs. *As long as they are not allowed volunteer during duty hours.

The EPR/OPR system is okay. It's more about how we determine our top airman/future O-6s. For example, on the CGO side, you are usually not the top dog unless you: 1. have excellent PT score (meeting the standards is not good enough) 2. have masters degree (early) 3. have SOS in-residence (early) 4. have done exec duty (just don't rock the boat if you really want this) 5. have lots of hi-vis volunteer experience (this leads to qtrly/annual awards that translate to strats) 6. don't screw up in your primary duty Meet the above criteria and you are a lock for a good strat or a strong push. Not one of those criteria is about military leadership. You'll have a very limited AF career if your priority is being good at your primary duty and/or leading your peers/subordinates. This is what's wrong with our promotion system and why all the good dudes/dudettes are leaving.

The Juicy Girl Homeland Re-opens: US Military in the Philippines
panchbarnes replied to a topic in General Discussion
Don't worry, the VA is one step ahead of you. https://www2.va.gov/directory/guide/facility.asp?ID=682 The Department of Veteran Affairs (VA) has been in operation in the Philippines since the U.S. Veterans Bureau was opened in 1922 (except during the Japanese occupation of WW II), and it is an integral part of the United States’ Mission to the Republic of the Philippines. -
Study: Nuclear Force Feeling 'Burnout' from Work
panchbarnes replied to M2's topic in General Discussion
The more I think about it, the more I think it's just an AETC thing. I forgot the name of the program but AF written exams are developed based on specific criteria (1a, 2B, 3A denoting levels of proficiency) and the test questions/answers/results/comments are supposed to be routinely reviewed by the unit testing official (usually GS person). If there is a high-miss question then the test-takers can protest and the question can possibly thrown out. -
Is there an "official" AF-wide policy for OPR/EPR/1206 abbreviations? It seems like every unit, CC, sup has their own abbreviation/acronym policy that adds unnecessary manhours/work to the whole process. As soon as you get a new person in charge, there is a new policy based on their previous unit/AFSC experience/preference. Is the board okay with a little bit of white space? Or is that a hidden message from the rater? If I can abbreviate target to tgt or level to lvl then perhaps I can squeeze more impact to the bullet. Do I really need to spell out msn or wks? Is spted really a legit abbreviation? It seems like I'm always one letter too many for that perfect bullet... damn it!

At least the simple HTML pages were much easier to navigate than the new AF portal maze. It's like trying to solve a puzzle every time I log-in to get something done.

Study: Nuclear Force Feeling 'Burnout' from Work
panchbarnes replied to M2's topic in General Discussion
The 90% passing standard might be reasonable depending on the level the airmen are testing to. After all, this is the nuclear mission, 70% at the 2b level (other tech school standard) might not cut it. I hope the testing office who reviewed and approved the tests were investigated as well. Sounds like they should have raised the BS flags on some of the questions. What's more troubling (but not surprised) is the leadership's attitude given how much spotlight they have been under. Just riding out the storm then everything will be back to normal. SSDD -

FY 14 Force Management Program (RIF, VSP, TERA)

Rusty at force management but a real Pro at patting ourselves on the back. In staff speak, this is considered "questionable optics."
