Broad won't get you any good answers. Every country will have a SOFA which can severely restrict dependents ability to work both on base and off. Some countries (UK) are pretty easy to find a job on base and off (with the right VISA). Its going to vary greatly by country.

That's my point. How many humans do you think would have been strolling around after that? I should have specifically said human life I guess. There is no possible way these people are rescued unless they are bobbing on the surface somehwere. They have better chance of being rescued floating in space than at the depth they are most likely at if alive.
