FY 14 Force Management Program (RIF, VSP, TERA)

I guess those 5 applications were "adjudicated" before 1 May. "We always give clear guidance." --Said no one ever at AFPC -

It looks like there will be an additional VSP window on top of the new TERA window. I'm sure it will go as smoothly as the first... https://www.afpc.af.mil/news/story.asp?id=123407333 -

Dude, someone should be fired for this debacle. How many of us could continually fvck up this badly and systemically yet continue to hold our present jobs? There has to be accountability somewhere. I humbly disagree -

Just curious...did you initially submit the application 9 Feb or did it get the "Referred to BPO" (or "Referred to AFPC OFF Voluntary Separation Pay") on 9 Feb? I'm trying to get a sense if the time stamp for either of the events has any effect on how fast your application gets processed. My guess is your No ADSC probably played the biggest role since you didn't have to wait for waiver table that came out last week. Congrats. -

That's definitely true. Mine has been at "Referred to AFPC OFF Voluntary Separation Pay" for about 5 weeks now. I know some have said there's have been waiting for closer to 2 months. From everything I understand this is the final step before approval/disapproval, but expect to wait some more. So much for processing in "monthly batches" -

Mine never got denied after I submitted it on 6 Feb. It took a while to get there, but it's now been sitting at "AFPC OFF Voluntary Separation Pay" since 5 Mar. Maybe I'll finally see a decision in the next week or so. I'm still not sure why some people's apps originally were denied and some weren't. Nobody can answer that question. -

I'm glad we had the "strategic delay" to produce this new matrix. Time well spent. -

FY 14 Force Management Program (RIF, VSP, TERA)
Lumbergh replied to AOF_ATC's topic in General Discussion
This process has been a complete joke so far. I called AFPC on Thursday and asked about the status of my VSP app. It's been "Referred to BPO" for over two weeks now. The person I spoke to on the phone said they are waiting for further instructions from Air Staff and once they get them they will start processing the apps. He also said that I would not need to redo any part of my application. I used the guidance from the rescinded 13-130. He told me since the guidance was confusing and conflicted with 14-08 they'll accept whatever guidance you used at the time. I'm not sure that helps those of you who were already denied, but I guess you could just apply again. My strategic delay patience is wearing thin -

From the article... "The Air Force could not make these waiver delegation determinations earlier because the service needed to have a better idea of who was going to apply, he said. 'You don't know who's applying,' Cox said. 'Before you can go get a delegation of authority, you need to understand what it is that you need to waive, if it's required.'" So, basically, we told everyone they were eligible in Dec, then wasted your fvcking time because we didn't know who would apply and what waivers we would need. And we suck at doing our jobs and managing the force. Did I miss something? How about we research what is needed to voluntarily or involuntarily separate every AFSC that requires a reduction in manning and then release the appropriate information to the masses? HOLY INCOMPETENCE BATMAN!!! -

I had to add mine when my app was at the Wing CC. Someone on his staff emailed me and said I needed to fill out the new IRR statement because the first one had dropped when the app got to him. My app is currently at "AFPC OFF Voluntary Separation Pay". I expect to get denied like everyone else. I used the guidance out of the now rescinded 13-130 and chose the provision "SECAF Approved Early Separation Program" and put "I am requesting to separate under the Voluntary Separation Pay (VSP) Program", no FY14, in the justification section. I tried to change it at last moment to the FY 14 comment, but the website kept crashing, so I just worried about hitting submit and after the 40+ times it finally went through. I doubt the small change in the justification section will matter. AFPC shouldn't have released new guidance at the 11th hour (literally). Either way, I expect to be denied sometime next week. -

If he seriously had no idea of the current FY14 Force Management shenanigans going on and someone beneath him has been withholding information from him, he should fire those people immediately. -

Exactly, this seems to be a huge issue. Ok, let's say the AFPC/Air Staff finally pulls its head out and VSP applications actually start processing. The PSDM said applications would be processed in "monthly batches" and not a "first in, first out" basis, but also said that all applicants are "encouraged" to apply early, thus the crashing of separation website. If I were currently in the rejected pool, I'd be even more pissed if I wasn't eventually approved because I had to apply over again. Unfortunately, this is why I think they're going to make everybody reapply, wasting more of your (and your CC's) time. Ultimately, there will be something else flawed or incorrect with the new guidance as well because no one at AFPC can put together a coherent document. Side note: If the US ever needs to launch a cyber attack at an enemy, tell its AF pilots that the VSP window is about to open and direct all of the web traffic in that direction. If we hadn't already done it, this would have been the blueprint to shut down those Iranian nuclear reactors. -

Random question...my wife and I are planning to file separately because she has to pay off some professional school loans and it benefits her to keep her yearly income low so she can qualify for an income-based repayment plan (lower monthly payment). However, according to the IRS website, if we do that and make a combined income over $10k, we cannot contribute to a ROTH IRA for the year. https://www.irs.gov/Retirement-Plans/Amount-of-Roth-IRA-Contributions-That-You-Can-Make-For-2013 Am I reading this right?- 1,190 replies

So, if I'm reading 13-65 (dated 7 Feb) correct, 11Ms are now able to apply for the FY14, 1-1PC, correct?

Just curious if any commanders on here (or anyone) can comment on how long it takes to process your VSP app to the next step. Mine has been sitting at the Wing/CC level for 4 days. Shouldn't it be a simple approve/disapprove click and forward to the next agency? Thanks. -

It seems all they did was make 13Ns ineligible to apply for VSP and LADSC. Nothing new or useful for 11Ms. Still stuck in FY14 Force Management purgatory... -
FY 14 Force Management Program (RIF, VSP, TERA)
Lumbergh replied to AOF_ATC's topic in General Discussion
I think all they are asking is whether or not you've talked to your supervisor or CC about the decision you're about to make. I don't think it had to be an official counseling session, but at least, "Hey boss, I'm about to show my cards and punch." "OK" It won't matter anyways. We're all getting denied and reclassified to UAVs. The content of both IRR statements look exactly the same with the exception of the title. The one from PSDM 13-130 is titled "INDIVIDUAL READY RESERVE AGREEMENT/STATEMENT OF UNDERSTANDING" and from PSDM 14-08 "INDIVIDUAL READY RESERVE AGREEMENT/STATEMENT OF UNDERSTANDING FOR OFFICER VOLUNTARY SEPARATION PAY (VSP)" Both include a sentence about TERA-eligibility at the end. I'm going to use all of the guidance from 13-130 because that's what my MPF rep said to do. I doubt which IRR statement you use will be a deciding factor because they're identical except for the titles. Considering how this process of confusion has transpired so far, I'm not overly confident the imbeciles at AFPC will make the distinction. Hope this helps. -

You ARE wrong. Although 13-130 discusses RIF eligibility, look at attachment 10 which discusses VSP instructions. They instructions on how to apply are different than the instructions in 14-08. During a online session the other day, our MPF rep told use the instructions out of 13-130: Access the vMPF via the AFPC Secure website. Select “Apply for Voluntary Separation”, and when prompted to “Select a Separation Provision”, select “SECAF Approved Early Separation Program”. Include “I am requesting to separate under the Voluntary Separation Pay (VSP) Program” in the remarks section. However, I still have not heard back from AFPC when I posed the exact same question. Good thing this decision isn't important... -

Also on PSDM 14-08 (right below the part you quoted): "If an officer has an ADSC, the applicant will provide justification for a waiver." PSDM 13-130 doesn't mention a waiver anywhere, so this new guidance in confusing at best. Also, the guy I spoke to at AFPC didn't even know 14-08 existed! I brought up all the discrepancies and he said he will have to get back to me. Who the f*$% is piloting this Exxon Valdez known as AFPC??!! I fully expect the clown show to continue. -
