My guess is that it goes something along the lines of "Since the ACP wasn't released until well into the FY, these are the exact numbers we were hoping for." -
I think the time is dependent upon how long it takes for your AOs to get generated. I've known people that it took a couple months and on the flip side I know a guy that took a year and half because his losing AD base screwed up the process.

That's a fact. When the suggestion to have the legacy FTU be an association between the Guard and AD came up, representatives stated that 2015 POM was looking at getting rid of associate units. Connecticut, Great Falls, and Mansfield are not going to be TFI units.

As copilots with 5-7 years remaining on their ADSCs...NOT HAPPENING (of course you already know that though). Maybe if they were to get RIF'd...

I'm no Liquid, but I was told that alternate candidates will only fill in for candidates that are on the list.

But yet the quotas for the 2012 and the 2013 IDE boards changed by one. The number is very close to 500 when looking at the PSDMs. Was that number later reduced after the PSDM dropped? Are the number of selects in the 2001-2003 year groups that much larger and so now they are the ONLY ones who have it made to Lt Col? For example, the promotion rate this year to O-5 was just under 75% for LAF. The promotion rate for those attending DE is 99% and now the pool has been narrowed to those who performed the first six to seven years of a twenty year career. I agree with you that the promotion boards shouldn't have that much pull in who gets to go to school as I don't think it is an accurate representation when the DEDB meets 2-5 years later. Unfortunately, this doesn't help those currently caught in this mess.

For the O-4 board, the DP allocation was around 75% if I remember correctly. "DE select" out of the promotion board goes to approximately 20% of the folks.

First off, I wonder what number is "much of the C-130 fleet". Second, as Active Duty divests itself of Legacy Herks over the course of the next few years, I think this is going to be a tough sell to Congress. 100% of the Legacy iron will reside in the ARC and states don't like having their iron taken away. Not saying it is impossible, just would be surprised if it becomes reality.

That matrix is stupid. PSDM says you MUST be in commissioning year groups 94-98. Why show all those other years? Goes to show me they didn't really put a lot of effort into it and probably haven't even really looked at the rated force. -

It appears that way based upon the literature. Something else to take note of: Your commissioning year must be between 94-98. Certain individuals who are prior enlisted and meet the TAFMS minimum requirement of 15 years by 31 Oct may be ineligible just because of that sentence.
