The main purposes of discipline are to discourage repeat actions by both the offender and others later considering a similar offense (and occasionally to satisfy the need of revenge for the victims, not really a player in this case). Arguably, the natural consequences of his choice, with their associated media firestorm, served to satisfy those main objectives. Any other administrative discipline is icing on the cake.
