As far as RPA goes they have proven themselves for the fight that they do. The current RPA structure doesn't allow for a non permissive environment to do that mission. So you are both right. RPA are extremely valuable, expensive, and human cost intensive. And RPA are not currently cut out for a near peer war. And in no way shape or form should RPA be at every base. Also bases are away from major populations more often than not for a reason. The military doesn't want to intrude on the local populace and vice versa.
