Semantically no. War is by that level of technicality between nations that actually has protocol, and we haven’t declared one in 8 decades. They have authorized many uses of force, though, that we all recognize as “war” against states and non-states that are technically just hostilities. Since the UN has forbidden war (except for security council authorization essentially) since WWII… no one declares it anyway because why would you incriminate yourself? Korea and Iraq I we were acting on UN’s behalf so no declaration required apparently. So there’s validity to the semantics in some sense, but there’s also the practicality in practice. -

They had an experienced IP onboard who didn’t uphold standards or do the other things expected of someone in that role. There were a shit ton of complacency problems in this crew that are a unit problem. The commander and DO set the tone. There are things within flying that are independent of flying skill that are easy to set the tone on. These people weren’t doing any of those. You can blame big AF for a lot of things, but lackadaisical complacency isn’t it. Instructors and squadron leadership should be setting the tone on the admin and tactical discipline. These people ed up, and their squadron mates displayed a lot of the same deficiencies, whether the AF has screwed flying training and hours over the last 20 years or not. Quit trying to provide a cop out. Edit: as much as can be believed from the nav AIB pres, anyway.

Sounds like if they didn’t brief or pay attention to those things on this sortie, than it’s symptoms of the same problem that plays into not reading notams, not mentioning or briefing low vis crm, not using the appropriate callouts, etc.

Dean Phillips and Biden were the only pres candidates who got votes from my state, so I don’t know how Democratic Party delegates can go and put their say in at the convention for someone else and claim “democracy” is under some existential attack from other sources than their own organization.
