It is clearly a Boeing problem on a firm fixed priced contract; It is in Boeing's best interest to get it built. It is not a question of certifying it, it hasn't even passed milestone C. If it can't pass gas, what's the point in buying it? I think the Italian version took a decade to enter service... We're only 5 years in! And it took 4 years just to get it to fly.
