Shredder Sears (A2/3/10) refused to delegate his A3 authority because Kwast wanted him to focus on “force development and competencies” BS. So Shredder was sidelined and sent to the new A5/8 and Punk signed all the authority delegation memos as an O-6 deputy. Sears got his second star because Kwast was fired. Seems like the boss wanted an action and made moves to get it, or there was more at play. Karma took care of it if I read this right.
