And, Sonia S. is having health issues, so he might end up making 3 more appointments this term. I know Nikki is a bit of a neocon but as ClearedHot said she's stable and level headed. I could see her doing well as Sec of State (she showed her backbone and commitment to the US while serving as UN ambassador).

I can see types like Nikki, aka, not pure Trump loyalists, passing on a job because of Trump's propensity of firing people. And we miss out on some good people for a job. 1

Mattis resigned and chose not to continue. While it's not the same, it does show that some people won't want to work in a Trump administration under the threat of getting fired, which pretty much ends their political life.
